Free 'Ready To
Sail' Finns And Coach Boats Provided
The Moscow Sailing Club will be the host for the 2007 Finn Junior World
Championship, from 18-26 August. Usually racing in the same fleet as the
seniors, this is the first time that the Juniors will have a separate
championship with the Moscow Sailing School set to provide 40 Finns and
ten coach boats to competitors.
With the number restriction imposed for the ISAF Sailing World
Championships this year and the growing numbers of junior sailors joining
the Finn, it was an obvious decision to have a separate event this year.
From the 100 Finn boats purchased in 2005 by the city of Moscow to rebuilt
the Finn fleet in Russia, 40 boats with mast and sail will be provided to
the competitors. To further minimize the costs, the Moscow Sailing School
has offered full board accommodation for only 30 Euros a day to the
sailors and coaches. Ten coach boats are available for free use by the
coaches.
This is a great opportunity for Junior Finn sailors and class newcomers to
have access to an international event with high quality equipment for a
limited budget (entry fee 150 Euros). A free training clinic will be
organized prior to the event. Places are limited and entry requests should
be sent to the International Finn Association office by mid-June.
1.
Organizing Authority and Venue
The 2007 Finn Junior World Championship will be held from the 18th to
the 26th of August in Moscow, Russia. The organizing Authority is the
Moscow Sailing School (MSS), under the patronage of Mayor of Moscow,
Russia and Moscovskaya oblast Governor in conjunction with the
International Finn Association and the Russian Yachting Federation on
behalf of the International Finn Association.
The Regatta Center will be the Moscow Sailing School.
2. Rules
2.1
The event will be
governed by the “rules” as defined in the Racing Rules of
Sailing for 2005-2008 (RRS), except as any of these are altered by this
Notice of Race or the Sailing Instructions. The Finn Class
Rules will apply.
2.2 The
prescriptions of the National Authority will not apply.
2.3 The
regatta is designated as Category C in accordance with ISAF Regulation 20
“Advertising Code” (RRS 79).
2.4 Boats may
be required to display advertising of the event sponsor on the forward 25%
of each bow side of the hull. Such advertising, if any, shall be affixed
to the hull in accordance with the Sailing Instructions.
2.5 All
competitors shall have personal flotation in accordance with RRS 1.2.
Personal floatation shall be of a suitable size and certified by an
internationally recognized authority or in writing by the MNA of the
competitor.
3.
Alterations to the Racing Rules
3.1 RRS 62.2
and RRS 66 will be changed to shorten the times for requesting redress and
for requesting that a hearing be reopened on the last day of racing.
4.
Eligibility and Entry
4.1 Only
competitors eligible in accordance with Finn Class Rules, who are current
members of an IFA recognized National Finn Association or especially
invited to the event by IFA and who have completed on-site registration
and measurement prior to the 20th of August may compete. A
competitor is qualified as Junior provided he has not reached his 21st
birthday before the 1st in January 2007.
4.2 The
entry quota of Part D “Entry System for IFA Official Championships” of the
Finn Class Rules will NOT be applied. The maximum number of entries has
been fixed at 45 Entries. National class associations and MNA’s shall
submit their place requirements by the 1st of June 2007
directly to the IFA secretariat. An Entry form for each competitor will
then be send to IFA after place allocation.
4.3 The
entry fee will be 150 € and shall be paid on the day of arrival at
registration no later than 18 :00 hrs on 19 01-08-07 unless authorized by
the Organizing Authority .
4.4. Payment
of the entry fee may be made by BANK TRANSFER to:

4.4 No entry
is complete until it has been accepted by the Organizing Authority and the
International Finn Association.
4.5.1
A
complete ready to sail boat will be provided at no cost to each
participant. Boat insurance for the event will be available at
registration. Boats will be available for training from the 14th
of August. A clinic will be organized at no cost for the participants from
the 14th to the 17th of August. Places are limited.

5.1
Scheduling Rules
5.1.1 No race
will be started after 15:00 on the last day of racing .
5.1.2 In the
event of any day’s sailing being lost, an additional race may be scheduled
for the following day(s) to enable the lost race(s) to be sailed.
5.1.3 It is
requested by the International Finn Class and the organizers to attend the
Opening and closing ceremonies.
6.
Disclaimer
6.1. The
Organizing Authority will require each competitor to sign a waiver for
loss, damage or injury to persons or properties occurring in conjunction
with the regatta or on the Yacht Club premises. The Organizing Authority
and the
International Finn
Association, and their respective members, employees, officers and/or
agents shall not be responsible for any loss, damage or injury that may
occur to person or property whether ashore or at sea as a consequence of
the participation of any boat.
6.2.
Liability for repair of eventual damage of complete boat is on the
competitors.
7 .
Measurement
7.1 All
boats shall undergo measurement of hulls, spars and sails as well as
equipment checks according the Finn Class Rules (including item 10
of Part C “Major Championship Rules”) unless otherwise decided by the
IFA Chief Measurer. All measured equipment will be identified
for the Championship. Only identified equipment may be used
during the Championship.
7.2 Each
boat shall have a tow rope a minimum of 8 meters in length and of
sufficient strength to tow several boats.
8.3 Boats
may be re-measured at any time during the Championship.
9.
Sailing Instructions
9.1 The
Sailing Instructions will be available upon on-site registration.
10.
Courses
10.1. Racing
areas will be specified in the SI.
10.2. Courses
will be as per the current IFA Championship Rules.
11.
Scoring
11.1 The Low
Point Scoring System, RRS A4, will apply, except that a boat may
discard her worst race if five (5) or more races have been completed.
Nine (9) races are scheduled, of which four (4) must be completed to
constitute a series.
12.
International Jury
12.1 In
accordance with RRS 70.4 all decision of the International Jury shall be
final.
13.
Prizes
13.1 The Silver
Cup “Jorg Brueder Trophy” will be awarded to the Finn Junior World
Champion. The Organizing Authority will provide prizes for the first ten
(10) boats overall, the first rooky and souvenir prizes for every
competitor.
13.2 Daily
prizes will be awarded to the skippers finishing first in each race.
14.
Doping Control
14.1 For the
purposes of doping control (in-competition testing) ISAF Regulation 21
“Anti –Doping code” RRS (5) the event shall be deemed to start at
18-08-07.

16.
Accommodation
All sailors and
support staff will be offered accomodation and food for 30 Euros per day,
at the MSS.
17. Coach
boats
10 coach boats will
be available free of charge and will be shared by the coaches if
their number exceed the number of boats. The fuel will be at the coach’s
expenses.
17.2 Any Coach
traveling to this event to coach is responsible for supplying a Country
Flag for any countries for which they will coach. Such flag(s) must
be displayed aboard any coach or support boat while afloat in the
vicinity of the racing area.
